The new revolutionary government adopted land reforms and confiscated much of the property of those foreign companies. As a result, relations with the USA rapidly deteriorated. At first, Castro was reluctant to discuss his plans for the future, but eventually he declared himself a communist, explained that he was trying to build socialism in Cuba, and opened diplomatic relations with the Soviet Union. The Spanish were interested in keeping their trade routes and slave trade routes protected. Nevertheless, Cuba's vast size and abundance of natural resources made it an ideal place for becoming a booming sugar producer. Palo Monte, or Regla de Palo Monte, is one of the main currents in Cuban popular religion. The main variant of Palo Monte is known as the Regla de Palo Monte Kimbisa, based on cabildos –or associations- of former slaves. Followers of Palo Monte are known as “paleros”. Congress passed the Teller Amendment distancing the U.S. from any claims over Cuba and stating that its goal was an independent Cuba. (see: Spanish-American War). At the time of the U.S. intervention on the war (April 1898), the Cuban revolutionaries had fought the Spanish government troops to another stalemate, holding control of the eastern half of the island. Most of the large landholdings had been acquired in the 1920 period when world sugar prices were depressed, and the land could be bought at bargain-basement prices. In the intervening period, former Cuban governments friendly to these interests had kept these bargain prices as the basis for calculating property taxes, thus insuring that those taxes would be kept low. Most Cubans began to support annexation from Cuba to join as a slave state to the United States. This movement ended at the end of the American civil war. Cuba had no interest in abolishing slavery. After this Cuba began a revolution called the Ten Year War, which ended in Spain abolishing slavery in Cuba. The abolishment of slavery in Cuba slowly killed off the Sugar plantations. To help keep the economy afloat, Havana actively courts foreign investment, which often takes the form of joint ventures with the Cuban Government holding half of the equity, management contracts for tourism facilities, or financing for the sugar harvest. Cuban officials said in early 1998 that there were a total of 332 joint ventures. Many of these are loans or contracts for management, supplies, or services normally not considered equity investment in Western economies. However, as Castro's control of the island's assets tightened and more nationalization campaigns took place, promises such as these were not honored. President Gerardo Machado, originally elected by popular vote in 1925, was constitutionally barred from reelection. He decided to stay in power anyway as the head of a military government with some support from the United States. In 1933, a number of liberal Cubans staged an uprising which deposed Machado and led to a series of short-lived governments. He was succeeded by Dr. Ramón Grau San Martín, a populist physician who had briefly held the presidency in the 1933 revolutionary process. President Grau passed a number of populist measures favoring workers and also was instrumental in passing the 1940 Constitution, which has been widely regarded as one of the most progressive ever written in terms of worker protection and human rights. In 1993, the United States Supreme Court ruled in Church of Lukumi Babalu Aye v. City of Hialeah that animal cruelty laws targeted specifically at Lukumí were unconstitutional, and the practice has seen no significant legal challenges since then. The group is the frequent target of animal rights organizations such as PETA. The group does not advocate human sacrifice. The island consists mostly of flat to rolling plains, with more rugged hills and mountains primarily in the southeast and the highest point is the Pico Real del Turquino at 2,005 m. The local climate is tropical, though moderated by trade winds. There is a drier season from November to April, and a rainier season from May to October. The good relations of Cuba and Chávez's Venezuela have resulted in agreements that Venezuela provides cheap oil and Cuba sends "missions" of their doctors to improve the Venezuelan health system Fidel Castro, a young lawyer from a wealthy family, who was running for a seat in the Chamber of Representatives for the Partido Ortodoxo, circulated a petition to depose Batista's government on the grounds that it had illegitimately suspended the electoral process. However, the petition was not acted upon by the courts.
