To help keep the economy afloat, Havana actively courts foreign investment, which often takes the form of joint ventures with the Cuban Government holding half of the equity, management contracts for tourism facilities, or financing for the sugar harvest. Cuban officials said in early 1998 that there were a total of 332 joint ventures. Many of these are loans or contracts for management, supplies, or services normally not considered equity investment in Western economies. To alleviate the economic crisis, the government introduced a few market-oriented reforms including opening to tourism, allowing foreign investment, legalizing the US dollar, and authorizing self-employment for some 150 occupations. These measures resulted in modest economic growth; the official statistics, however, are deficient and as a result provide an incomplete measure of Cuba's real economic situation. Despite being denied access to development aid from the IMF and World Bank because Cuba is in arrears to its Paris Club debtors to the tune of hundreds of millions of dollars, Cuba's economy has not collapsed, although its per-capita income is still lower than it was in 1989 (but rising steadily). Cuba's economy today is roughly split into three parts: agriculture (tobacco, sugar, citrus), mining (nickel), and tourism. In response the Cuban Communist party government formed hundreds of “rapid-action brigades” to confront and attack anyone protesting against the government. According to the Communist Party daily, Granma, "delinquents and anti-social elements who try to create disorder and an atmosphere of mistrust and impunity in our society will receive a crushing reply from the people,". Cuba once had a small but vibrant Jewish population, and Havana still has one or two active synagogues. The economy of Cuba is based on state ownership with some small scale private enterprise existing at the fringes. Tourism has become one of the largest sources of income for Cuba, and in 1993 the U.S. dollar was made legal tender (the country operated under a dual-currency system); this arrangement was, however, revoked on 25 October 2004. The liberalized agricultural markets introduced in October 1994, at which state and private farmers sell above-quota production at unrestricted prices, have broadened legal consumption alternatives and reduced black market prices. In 1993 the Cuban Government made it legal for its people to possess and use the U.S. dollar, nicknamed fula. Since then, the dollar has become the major currency in use. To capture the hard currency flowing into the island through tourism and remittances - estimated at $500-800 million annually - the government has set up state-run "dollar stores" throughout Cuba that sell 'luxury' food, household, and clothing items, compared with basic necessities, which are still bought using the Cuban peso. Some non-violent initiatives have been launched by Cubans in the island, aiming at political reform. In 1997, a group led by Vladimiro Roca, a decorated veteran of the Angolan war and the son of the founder of the Cuban Communist Party, sent a petition, entitled La Patria es de Todos ("the homeland belongs to all") to the Cuban general assembly requesting democratic and human rights reforms. As a result, Roca and his three associates were sentenced to jail, from which they were eventually released. Taínos and Ciboney took part in similar customs and beliefs, one being the sacred ritual practiced using tobacco called cohaba, known in English as smoking. The Europeans were shown by the Native Cubans how to nurture tobacco and consume it in the form of cigars. Cuba is a "Communist state", or a parliamentary republic led by a Communist Party. Fidel Castro has been the head of state and head of government since 1959, first as prime minister and after the abolition of that office in 1976 as president of the Councils of State and Ministers. He is also the member of the National Assembly of People's Power from the municipality of Santiago de Cuba since 1976, First Secretary of the Cuban Communist Party, and commander in chief of the armed forces. On May 20, 1902, the United States, restricted by the Teller Amendment, granted Cuba its independence, but retained the right to intervene to preserve Cuban independence and stability under the Platt Amendment. Cuban Major General Antonio Maceo Grajales rejected the treaty on a meeting with Martinez Campos on March 15, 1878 at Maceo’s encampment in Baraguá. Eight days after this meeting, General Maceo circulated The Protest of Baraguá. He led his troops for a few more weeks against the Spanish. However, the treaty was acceptable to many of Cuba's elites, who had supported the rebellion but preferred reform to independence.
