Cuba is a "Communist state", or a parliamentary republic led by a Communist Party. Fidel Castro has been the head of state and head of government since 1959, first as prime minister and after the abolition of that office in 1976 as president of the Councils of State and Ministers. He is also the member of the National Assembly of People's Power from the municipality of Santiago de Cuba since 1976, First Secretary of the Cuban Communist Party, and commander in chief of the armed forces.

In 1878, the Spanish Captain General Arsenio Martínez-Campos Antón offered Cubans the Pact of Zanjón to end the war. It was signed on February 10, 1878 and it promised some reforms of the Spanish government in Cuba, including some elective institutions, and theoretically promised Cuban representation in the Spanish Cortes (courts).

In July 1961, the Integrated Revolutionary Organizations (ORI) was formed by the merger of Fidel Castro's 26th of July Revolutionary Movement, the People's Socialist Party (the old Communist Party) led by Blas Roca and the Revolutionary Directory March 13th led by Faure Chomón. On March 26, 1962 the ORI became the United Party of the Cuban Socialist Revolution (PURSC) which, in turn, became the Communist Party of Cuba on October 3, 1965 with Castro as First Secretary.

However, as Castro's control of the island's assets tightened and more nationalization campaigns took place, promises such as these were not honored.

With increased fertilizers and management attention, subsequent harvests have improved but remain well below the 1989 level. Prospects for regaining that level of output are poor unless the Cuban Government undertakes substantial reform of the sugar industry, something it has been reluctant to do.

The unicameral Cuban parliament is the National Assembly of People's Power or Asamblea Nacional del Poder Popular. Its 609 members are elected to serve five-year terms, without opposition. The candidates, who may or may not be members of the Cuban Communist Party, are nominated by pro-government social and political organizations.

By 1971 these so-called Freedom Flights took 250,000 Cubans to the United States. To this day, the fact that Castro's political repression and economic hardships has only increased induces Cubans to flee the island on make-shift rafts and other forms of migration. Currently, there is an immigration lottery allowing 20,000 Cubans seeking political assylum to go to the U.S. legally every year.

Sugar remains an important part of the Cuban economy with large amounts of land, labour, and other resources dedicated to the industry. Sugar production in 1989 was over 8 million tons, but fell to about 3.5 million tons in the 1994-95 harvest, one of the lowest on record.

Most Cubans began to support annexation from Cuba to join as a slave state to the United States. This movement ended at the end of the American civil war. Cuba had no interest in abolishing slavery. After this Cuba began a revolution called the Ten Year War, which ended in Spain abolishing slavery in Cuba. The abolishment of slavery in Cuba slowly killed off the Sugar plantations.

There was no popular uprising. In hindsight it seems unlikely that one would have occurred even had Castro not conducted the arrests. What part of the invasion force that made it ashore was quickly defeated as President Kennedy was unwilling to offer overt US military support, the only possibility to make the invasion successful for the USA. Many believe that the invasion, instead of weakening Castro, actually helped him consolidate his grip on power.
