Central control is complicated by the existence of the informal economy, much of which is denominated in dollars. In its place, the Cuban convertible peso will be used, which although not internationally traded, has a value pegged to that of the dollar. Most Cubans began to support annexation from Cuba to join as a slave state to the United States. This movement ended at the end of the American civil war. Cuba had no interest in abolishing slavery. After this Cuba began a revolution called the Ten Year War, which ended in Spain abolishing slavery in Cuba. The abolishment of slavery in Cuba slowly killed off the Sugar plantations. Many animal rights activists take issue with the Lukumí practice of animal sacrifice, claiming that it is cruel. Followers of Lukumí point out that the killings are conducted in the same manner as many food animals are slaughtered and are not needlessly sadistic and that the priests charged with doing the sacrifice are trained in humane ways to kill the animals. The Cuban Government defaulted on most of its international debt in 1986 and does not have access to credit from international financial institutions like the World Bank, which means Havana must rely heavily on short-term loans to finance imports, chiefly food and fuel. Because of its poor credit rating, and $11 billion hard currency debt, and the risks associated with Cuban investment, interest rates have reportedly been as high as 22 percent. The economy of Cuba is based on state ownership with some small scale private enterprise existing at the fringes. Tourism has become one of the largest sources of income for Cuba, and in 1993 the U.S. dollar was made legal tender (the country operated under a dual-currency system); this arrangement was, however, revoked on 25 October 2004. The gap in the standard of living has widened between those with access to dollars and those without. Jobs that can earn dollar salaries or tips from foreign businesses and tourists have become highly desirable. It is common to meet doctors, engineers, scientists, and other professionals working in restaurants or as taxi drivers. Cuba is a "Communist state", or a parliamentary republic led by a Communist Party. Fidel Castro has been the head of state and head of government since 1959, first as prime minister and after the abolition of that office in 1976 as president of the Councils of State and Ministers. He is also the member of the National Assembly of People's Power from the municipality of Santiago de Cuba since 1976, First Secretary of the Cuban Communist Party, and commander in chief of the armed forces. Lukumí, Regla de Ocha or Afro-Cuba, most widely known as Santeria, (Santería in Spanish) is a set of related religious systems that superficially seem to fuse Catholic beliefs with traditional Yorùbá beliefs. Lukumí ritual is highly secretive and primarily transmitted orally. Known practices include animal offering, ecstatic dance, and sung invocations to the Orishas. Chickens are the most common form of sacrifice; their blood is offered to the Orisha. Drum music and dancing are used to induce a trance state in specific participants, who may become possessed by an Orisha who then speaks through them. One's ancestors, egun, are held in high esteem in Lukumí. Another byproduct of the cutoff of Soviet subsidies were extreme shortages of food and other goods as well as electrical blackouts. This led to a brief period of unrest, including numerous anti-government protests and widespread increases in crime.
