Thus, there were now two separate economies, the dollar-economy and the peso-economy, creating a social split in the island because those in the dollar-economy made much more money (such as in the tourist-industry). This law states, among other things, that any foreign company that "knowingly traffics in property in Cuba confiscated without compensation from a U.S. person" can be subjected to litigation and that company's leadership can be barred from entry into the United States. Sanctions may be applied to non-U.S. companies trading with Cuba. This legislation was enacted after the shootdown of two civilian planes by the Cuban regime. Castro managed to escape to the Sierra Maestra mountains with only 12 men, from where, aided by urban and rural opposition, he began a guerrilla campaign against the regime. The country was soon driven to chaos, particularly by a very effective sabotage and urban warfare campaign conducted in the cities by supporters of Castro. The country had to import all other necessary goods. They were dependent on the United States who bought 82 percent of the sugar. Cubans resented the economic policy Spain implemented in Cuba, which was to help Spain and hurt Cuba. In 1820 Spain abolished slavery, hurting the Cuban economy even more and forcing planters to buy more expensive, illegal slaves. For several decades, Cuba received a large Soviet subsidy, whereby Cuba provided the Soviet Union with sugar and the Soviets provided Cuba with oil. Part of this oil was consumed by Cuba, while the remainder was sold on the world market for a profit of several billion dollars. The Organization of American States, under pressure from the US suspended Cuba's membership in the body on January 22, 1962 and the United States Government banned all US-related Cuban imports and exports a couple of weeks later on February 7. The Kennedy administration extended this on February 8, 1963 making travel, financial and commercial transactions by US citizens to Cuba illegal. In 2001 an attempt was made by Oswaldo Payá Sardiñas and others, operating as the Varela Project, to have a national plebiscite using provisions in the Constitution of Cuba which provided for citizen initiative. If accepted by the government and approved by public vote, the amendments would have established such things as freedom of association, freedom of speech, freedom of press, as well as the freedom to start private businesses. Cuba is divided into 14 provinces of 169 municipalities, and one special municipality (the Isla de la Juventud). In 1878, the Spanish Captain General Arsenio Martínez-Campos Antón offered Cubans the Pact of Zanjón to end the war. It was signed on February 10, 1878 and it promised some reforms of the Spanish government in Cuba, including some elective institutions, and theoretically promised Cuban representation in the Spanish Cortes (courts). A certain number of spirits are well-known in name and deed, and are factually venerated as gods. These spirits find their equivalent in the orishas –or gods- of Santería and the Catholic saints. Thus the spirit “Bomasere” (also known as “Nsisi”, “Siete Rayos” and various other names) is the equivalent of “Changó” in Santería and Saint Barbara in Catholicism. Congress passed the Teller Amendment distancing the U.S. from any claims over Cuba and stating that its goal was an independent Cuba. (see: Spanish-American War). At the time of the U.S. intervention on the war (April 1898), the Cuban revolutionaries had fought the Spanish government troops to another stalemate, holding control of the eastern half of the island. Spain was primarily interested in the Caribbean for its gold. The crown thought that if the colonies traded with other countries it would itself not benefit from it. This slowed the growth of the Spanish Caribbean. This effect was particularly bad in Cuba because Spain kept a tight grasp on Cuba. It held great strategic importance in the Caribbean.
