Spain was primarily interested in the Caribbean for its gold. The crown thought that if the colonies traded with other countries it would itself not benefit from it. This slowed the growth of the Spanish Caribbean. This effect was particularly bad in Cuba because Spain kept a tight grasp on Cuba. It held great strategic importance in the Caribbean. The Palo belief system rests on two main pillars: the belief in natural (“earth”) powers, and the veneration of the spirits of the dead. Thus, natural objects, and particularly sticks (hence the word “palo”, meaning “stick”), can be infused with powers, often linked to the powers of spirits. These objects are known as “nganga” and are the physical centre of Palo rituals. Manipulation of the "nganga" is often considered a form of magic (particularly "black magic") and thus highly secretive. The number of followers of Palo Monte in Cuba is not known, though it is assumed that a slight majority of Cubans, particularly in the African-influenced cities of Havana, Matanzas, and in the Eastern provinces, believe in all or part of its principles, especially in conjunction with Santería. The most important currents of these are Regla de Ocha (known as Santería), which derives from Yoruban religion, Regla de Palo Monte, which derives from Congo-based religions, and the Sociedad Secreta Abakuá, which derives from the secret men's societies in the region of Calabar, in south-eastern Nigeria. Other religious manifestations include freemasonry and pentecostal churches. Congress passed the Teller Amendment distancing the U.S. from any claims over Cuba and stating that its goal was an independent Cuba. (see: Spanish-American War). At the time of the U.S. intervention on the war (April 1898), the Cuban revolutionaries had fought the Spanish government troops to another stalemate, holding control of the eastern half of the island. The Organization of American States, under pressure from the US suspended Cuba's membership in the body on January 22, 1962 and the United States Government banned all US-related Cuban imports and exports a couple of weeks later on February 7. The Kennedy administration extended this on February 8, 1963 making travel, financial and commercial transactions by US citizens to Cuba illegal. Cuba is notable for its national organic agriculture initiative, undertaken in order to feed a population faced with starvation. In the early 1990s, post-Soviet Union, Cuba lost over 70% of agricultural chemical imports, over 50% of food imports, and an equally significant amount of oil. Its agricultural sector, built on a large-scale, mechanized, chemical-based model, was instantly crippled. Investors are constrained by the U.S.-Cuban Liberty and Democratic Solidarity Act which provides sanctions for those who "traffic" in property expropriated from U.S. citizens. As of March 1998, 15 executives of three foreign companies have been excluded from entry into the United States. Over a dozen companies have pulled out of Cuba or altered their plans to invest there due to the threat of action under the Libertad Act. By 1971 these so-called Freedom Flights took 250,000 Cubans to the United States. To this day, the fact that Castro's political repression and economic hardships has only increased induces Cubans to flee the island on make-shift rafts and other forms of migration. Currently, there is an immigration lottery allowing 20,000 Cubans seeking political assylum to go to the U.S. legally every year.
