The unicameral Cuban parliament is the National Assembly of People's Power or Asamblea Nacional del Poder Popular. Its 609 members are elected to serve five-year terms, without opposition. The candidates, who may or may not be members of the Cuban Communist Party, are nominated by pro-government social and political organizations. Fidel Castro, a young lawyer from a wealthy family, who was running for a seat in the Chamber of Representatives for the Partido Ortodoxo, circulated a petition to depose Batista's government on the grounds that it had illegitimately suspended the electoral process. However, the petition was not acted upon by the courts. Many new roads were built, and old roads were quickly repaired. Cuba even saw railroads pop up, which changed the way that sugar was transported. It was now possible for plantations all over this large island to have their sugar shipped quickly and easily. The prosperity seen from the boom in sugar production is a major reason that Cuba became predominantly Spanish. Many Spaniards immigrated to Cuba, calling it a place of refuge. On February 15, 1898, the USS Maine sank in Havana Harbor due to an explosion of undetermined origin. It has been said that the explosion was accidental, and recent research seems to indicate so; but at the time, the American press blamed it squarely on the Spanish. This incident helped galvanize support in the United States to enter the conflict (which fed the rumour that they blew the ship up themselves to create an excuse to enter the war). In 1993, the United States Supreme Court ruled in Church of Lukumi Babalu Aye v. City of Hialeah that animal cruelty laws targeted specifically at Lukumí were unconstitutional, and the practice has seen no significant legal challenges since then. The group is the frequent target of animal rights organizations such as PETA. The group does not advocate human sacrifice. The Republic comprises the entire island, including many outlying islands such as the Isle of Youth, previously known as the Isle of Pine, with the exception of Guantanamo Bay, a naval base that has been leased by the United States since 1903. The mainland is the world's 16th largest island. Most of the large landholdings had been acquired in the 1920 period when world sugar prices were depressed, and the land could be bought at bargain-basement prices. In the intervening period, former Cuban governments friendly to these interests had kept these bargain prices as the basis for calculating property taxes, thus insuring that those taxes would be kept low. The Cuban economy was hit hard in the early 1990s following the collapse of the Soviet Union and the Comecon economic bloc, with which it had traded predominantly. More recent problems include high oil prices, recessions in key export markets such as sugar and nickel, damage from hurricanes (most recently an estimated 1 billion dollars economic damage from hurricane Charley), depressed tourism, and faltering world economic conditions. In late 2003, and early 2004, both tourism levels and nickel prices increased. Sugar remains an important part of the Cuban economy with large amounts of land, labour, and other resources dedicated to the industry. Sugar production in 1989 was over 8 million tons, but fell to about 3.5 million tons in the 1994-95 harvest, one of the lowest on record.
