In 1996, the Clinton Administration enacted the Helms-Burton law. This law states, among other things, that any foreign company that "knowingly traffics in property in Cuba confiscated without compensation from a U.S. person" can be subjected to litigation and that company's leadership can be barred from entry into the United States. Sanctions may be applied to non-U.S. companies trading with Cuba. This legislation was enacted after the shootdown of two civilian planes by the Cuban regime.

Actual payment would be with twenty-year bonds paying 4.5% interest (instead of the then U.S. investment grade corporate bond rate of 3.8%). Landholders from most other countries settled on this basis. The problem was with the tax assessed values.

In the Castro government's first agrarian reform law on May 17, 1959 it sought to limit the size of land holdings, and to distribute that land to agricultural workers in "Vital Minimum" tracts. In compensation, the Cuban government offered to pay the landholders based on the tax assessment values for the land.

In July 1961, the Integrated Revolutionary Organizations (ORI) was formed by the merger of Fidel Castro's 26th of July Revolutionary Movement, the People's Socialist Party (the old Communist Party) led by Blas Roca and the Revolutionary Directory March 13th led by Faure Chomón. On March 26, 1962 the ORI became the United Party of the Cuban Socialist Revolution (PURSC) which, in turn, became the Communist Party of Cuba on October 3, 1965 with Castro as First Secretary.

As soon as Spain opened Cuba's ports up to foreign ships a great sugar boom began that lasted until the 1880s. The Island was perfect for growing sugar. It is dominated by rolling plains, with rich soil, and adequate rainfall. It is the only island big enough to build roads, and railroads on, and has the best ports in the area. By 1860 Cuba was devoted to growing sugar.

Cuba's precarious economic position is complicated by the high price it must pay for foreign financing.

A 10% fine, or surcharge, is levied for conversions from US dollars to the convertible peso, to discourage their entry to the country; this fine does not apply to other currencies, so it acts as an encouragement to tourists to bring currencies like Euros, pounds sterling or Canadian dollars into the country. Indeed, an increasing number of areas rich in tourism now also accept Euros directly for many transactions.

In 2001 an attempt was made by Oswaldo Payá Sardiñas and others, operating as the Varela Project, to have a national plebiscite using provisions in the Constitution of Cuba which provided for citizen initiative. If accepted by the government and approved by public vote, the amendments would have established such things as freedom of association, freedom of speech, freedom of press, as well as the freedom to start private businesses.

Spain sent Admiral Pascual Cervera y Topete commander of the Spanish Armada with a large number of reinforcements to fight the rebellion from the East. The US Navy blockaded the entrance of Santiago Bay where Admiral Cervera’s fleet was anchored.

Another byproduct of the cutoff of Soviet subsidies were extreme shortages of food and other goods as well as electrical blackouts. This led to a brief period of unrest, including numerous anti-government protests and widespread increases in crime.
