The Cuban economy was hit hard in the early 1990s following the collapse of the Soviet Union and the Comecon economic bloc, with which it had traded predominantly. More recent problems include high oil prices, recessions in key export markets such as sugar and nickel, damage from hurricanes (most recently an estimated 1 billion dollars economic damage from hurricane Charley), depressed tourism, and faltering world economic conditions. In late 2003, and early 2004, both tourism levels and nickel prices increased. This extraterritorial U.S. legislation is considered highly controversial, and the US embargo was condemned for the 13th time in 2004 by the General Assembly of the United Nations, by 179 countries. Additionally, US Congress members from both parties have openly criticized the ongoing balance of resources which have been committed to enforcing this embargo. Many (especially US) historians believe that a long, protracted stalemate as in the Ten Years' War was likely without US intervention; others (especially Cubans) prefer to characterize US intervention as an unnecessary mopping up operation in a war largely already won by the Cuban revolutionaries. Spain sent over one million men to Cuba, and only about 200,000 returned. The rest died in combat, succumbed to tropical diseases, or stayed in Cuba to avoid the widespread poverty in Spain. Castro's military provided support to revolutionary regimes in Angola and Nigeria and to guerrilla groups in South America. During one such campaign, Ernesto Che Guevara, who has become a symbol of revolution in the world, was captured by U.S.-trained commandos in Bolivia in 1967 and then executed. Castro subsequently went into exile in Mexico. While in Mexico, he organized the 26th of July Movement with the goal of overthrowing Batista. A group of over 80 men sailed to Cuba on board the yacht "Granma", landing in the eastern part of the island in December 1956. Most of Castro's men were promptly killed or taken prisoner by Batista's forces. In 1993, the United States Supreme Court ruled in Church of Lukumi Babalu Aye v. City of Hialeah that animal cruelty laws targeted specifically at Lukumí were unconstitutional, and the practice has seen no significant legal challenges since then. The group is the frequent target of animal rights organizations such as PETA. The group does not advocate human sacrifice. The unicameral Cuban parliament is the National Assembly of People's Power or Asamblea Nacional del Poder Popular. Its 609 members are elected to serve five-year terms, without opposition. The candidates, who may or may not be members of the Cuban Communist Party, are nominated by pro-government social and political organizations. There was no popular uprising. In hindsight it seems unlikely that one would have occurred even had Castro not conducted the arrests. What part of the invasion force that made it ashore was quickly defeated as President Kennedy was unwilling to offer overt US military support, the only possibility to make the invasion successful for the USA. Many believe that the invasion, instead of weakening Castro, actually helped him consolidate his grip on power. Cuba's precarious economic position is complicated by the high price it must pay for foreign financing. In 2001 an attempt was made by Oswaldo Payá Sardiñas and others, operating as the Varela Project, to have a national plebiscite using provisions in the Constitution of Cuba which provided for citizen initiative. If accepted by the government and approved by public vote, the amendments would have established such things as freedom of association, freedom of speech, freedom of press, as well as the freedom to start private businesses. The government tightly controls the small private sector, which has fluctuated in size from 150,000 to 209,000, by regulating and taxing it. For example, owners of small private restaurants (paladares) can seat no more than 12 people and can only employ family members to help with the work. To help keep the economy afloat, Havana actively courts foreign investment, which often takes the form of joint ventures with the Cuban Government holding half of the equity, management contracts for tourism facilities, or financing for the sugar harvest. Cuban officials said in early 1998 that there were a total of 332 joint ventures. Many of these are loans or contracts for management, supplies, or services normally not considered equity investment in Western economies. Palo Monte, or Regla de Palo Monte, is one of the main currents in Cuban popular religion. The main variant of Palo Monte is known as the Regla de Palo Monte Kimbisa, based on cabildos –or associations- of former slaves. Followers of Palo Monte are known as “paleros”. The Spanish established sugar cane and tobacco as Cuba's primary products. As the native Indian population became mestizied and educated, field labor became scarce. Natives from Florida and Bahama were imported as slaves, and as that population became mixed as well, field labor was harder to come by.
