Cuba was first visited by Europeans when explorer Christopher Columbus landed on the island of Cuba for the first time on October 28, 1492. Diego Velázquez de Cuéllar led the Spanish invasion, conqueror, and became governor of Cuba for Spain. Cuba before 1492 was populated by two very distinct aborigine groups: Havana is the largest city and capital, other major cities include Santiago de Cuba and Camagüey. Some of the well-known smaller towns are Baracoa which was the first Spanish settlement on Cuba, as well as Trinidad and Bayamo. The United States then sponsored an unsuccessful attack on Cuba, using conservative political groups as the main source of support. The attack began on April 15, 1961, when exiles, flying planes provided by the U.S. bombed several Cuban air force bases. This attack did not succeed in destroying all of Castro's air force. In response, Castro declared Cuba a socialist state in a speech on April 16, 1961. Actual payment would be with twenty-year bonds paying 4.5% interest (instead of the then U.S. investment grade corporate bond rate of 3.8%). Landholders from most other countries settled on this basis. The problem was with the tax assessed values. In the Castro government's first agrarian reform law on May 17, 1959 it sought to limit the size of land holdings, and to distribute that land to agricultural workers in "Vital Minimum" tracts. In compensation, the Cuban government offered to pay the landholders based on the tax assessment values for the land. Lukumí, Regla de Ocha or Afro-Cuba, most widely known as Santeria, (Santería in Spanish) is a set of related religious systems that superficially seem to fuse Catholic beliefs with traditional Yorùbá beliefs. This Amendment also granted to the U.S. the right to establish naval bases on the island and, under its charter, the U.S. Naval Base Guantanamo Bay was established in 1903. In 1993, the United States Supreme Court ruled in Church of Lukumi Babalu Aye v. City of Hialeah that animal cruelty laws targeted specifically at Lukumí were unconstitutional, and the practice has seen no significant legal challenges since then. The group is the frequent target of animal rights organizations such as PETA. The group does not advocate human sacrifice. The elongated island of Cuba is the largest island in the Caribbean and is bounded to the north by the Straits of Florida and the greater North Atlantic Ocean, to the northwest by the Gulf of Mexico, to the west by the Yucatan Channel, to the south by the Caribbean Sea, and to the east by the Windward Passage. Cervera attempted an escape on July 3 beginning the Naval Battle of Santiago de Cuba. In a matter of hours, Cervera's fleet was destroyed, ensuring a swift end to the war. On October 1, Spain capitulated in the Treaty of Paris, yielding to the United States the territories of Cuba, Puerto Rico and the Philippine Islands.
