Cuba is a "Communist state", or a parliamentary republic led by a Communist Party. Fidel Castro has been the head of state and head of government since 1959, first as prime minister and after the abolition of that office in 1976 as president of the Councils of State and Ministers. He is also the member of the National Assembly of People's Power from the municipality of Santiago de Cuba since 1976, First Secretary of the Cuban Communist Party, and commander in chief of the armed forces. Palo Monte, or Regla de Palo Monte, is one of the main currents in Cuban popular religion. The main variant of Palo Monte is known as the Regla de Palo Monte Kimbisa, based on cabildos –or associations- of former slaves. Followers of Palo Monte are known as “paleros”. On February 15, 1898, the USS Maine sank in Havana Harbor due to an explosion of undetermined origin. It has been said that the explosion was accidental, and recent research seems to indicate so; but at the time, the American press blamed it squarely on the Spanish. This incident helped galvanize support in the United States to enter the conflict (which fed the rumour that they blew the ship up themselves to create an excuse to enter the war). Taínos and Ciboney took part in similar customs and beliefs, one being the sacred ritual practiced using tobacco called cohaba, known in English as smoking. The Europeans were shown by the Native Cubans how to nurture tobacco and consume it in the form of cigars. The slaves found a way around this by masking the Orishas as Christian saints while maintaing their original identities. The masters thought their slaves had become good Christians and were praising the saints, when in actuality they were continuing their traditional practices. Santería is often thought by outsiders to be a polytheistic religion, but it is not. All true followers of Lukumí know that there is only one God and the Orishas are just expressions of the divine that people can comprehend. Though often spoken of as a syncretic religion in and of itself, it is assumed that Palo Monte is a constituent part of a wider religious complex that includes Cuban Santería, (popular) Catholicism and spiritism. Many new roads were built, and old roads were quickly repaired. Cuba even saw railroads pop up, which changed the way that sugar was transported. It was now possible for plantations all over this large island to have their sugar shipped quickly and easily. The prosperity seen from the boom in sugar production is a major reason that Cuba became predominantly Spanish. Many Spaniards immigrated to Cuba, calling it a place of refuge. With increased fertilizers and management attention, subsequent harvests have improved but remain well below the 1989 level. Prospects for regaining that level of output are poor unless the Cuban Government undertakes substantial reform of the sugar industry, something it has been reluctant to do. The Spanish were interested in keeping their trade routes and slave trade routes protected. Nevertheless, Cuba's vast size and abundance of natural resources made it an ideal place for becoming a booming sugar producer. On May 20, 1902, the United States, restricted by the Teller Amendment, granted Cuba its independence, but retained the right to intervene to preserve Cuban independence and stability under the Platt Amendment. The gap in the standard of living has widened between those with access to dollars and those without. Jobs that can earn dollar salaries or tips from foreign businesses and tourists have become highly desirable. It is common to meet doctors, engineers, scientists, and other professionals working in restaurants or as taxi drivers. Thus, there were now two separate economies, the dollar-economy and the peso-economy, creating a social split in the island because those in the dollar-economy made much more money (such as in the tourist-industry). However, in October 2004 the Cuban government announced an end to this policy: from November dollars would no longer be legal tender in Cuba, but would instead be exchanged for pesos, with a 10% commission payable to the state. Cuba and its originally Amerindian population (Taino, Siboney and Guanajatabey) came under Spanish control in the 16th century. The colony's struggle for independence started in 1868 and continued during the 19th century until the Spanish-American War of 1898. The United States occupied the island until its independence was granted in 1902, though limited by the Platt Amendment (revoked in 1934), after which the US continued to have a major influence in Cuban affairs. For several decades, Cuba received a large Soviet subsidy, whereby Cuba provided the Soviet Union with sugar and the Soviets provided Cuba with oil. Part of this oil was consumed by Cuba, while the remainder was sold on the world market for a profit of several billion dollars.
