The Communist Party is constitutionally recognised as Cuba's only legal political party, but is forbidden by law to nominate candidates. However this is largely a moot point since no known opponents of the government have been elected since the revolution. Palo Monte, or Regla de Palo Monte, is one of the main currents in Cuban popular religion. The main variant of Palo Monte is known as the Regla de Palo Monte Kimbisa, based on cabildos –or associations- of former slaves. Followers of Palo Monte are known as “paleros”. The government tightly controls the small private sector, which has fluctuated in size from 150,000 to 209,000, by regulating and taxing it. For example, owners of small private restaurants (paladares) can seat no more than 12 people and can only employ family members to help with the work. This Amendment also granted to the U.S. the right to establish naval bases on the island and, under its charter, the U.S. Naval Base Guantanamo Bay was established in 1903. In 1878, the Spanish Captain General Arsenio Martínez-Campos Antón offered Cubans the Pact of Zanjón to end the war. It was signed on February 10, 1878 and it promised some reforms of the Spanish government in Cuba, including some elective institutions, and theoretically promised Cuban representation in the Spanish Cortes (courts). The Cuban economy was hit hard in the early 1990s following the collapse of the Soviet Union and the Comecon economic bloc, with which it had traded predominantly. More recent problems include high oil prices, recessions in key export markets such as sugar and nickel, damage from hurricanes (most recently an estimated 1 billion dollars economic damage from hurricane Charley), depressed tourism, and faltering world economic conditions. In late 2003, and early 2004, both tourism levels and nickel prices increased. In 1993 the Cuban Government made it legal for its people to possess and use the U.S. dollar, nicknamed fula. Since then, the dollar has become the major currency in use. To capture the hard currency flowing into the island through tourism and remittances - estimated at $500-800 million annually - the government has set up state-run "dollar stores" throughout Cuba that sell 'luxury' food, household, and clothing items, compared with basic necessities, which are still bought using the Cuban peso. Many (especially US) historians believe that a long, protracted stalemate as in the Ten Years' War was likely without US intervention; others (especially Cubans) prefer to characterize US intervention as an unnecessary mopping up operation in a war largely already won by the Cuban revolutionaries. Spain sent over one million men to Cuba, and only about 200,000 returned. The rest died in combat, succumbed to tropical diseases, or stayed in Cuba to avoid the widespread poverty in Spain. However, as Castro's control of the island's assets tightened and more nationalization campaigns took place, promises such as these were not honored. The Cuban Government continues to adhere to socialist principles in organizing its state-controlled economy. Most of the means of production are owned and run by the government and about 75 percent of the labour force is employed by the state. The state under the durable leadership of Fidel Castro plays the primary role in the domestic economy and controls practically all foreign trade. Thus, there were now two separate economies, the dollar-economy and the peso-economy, creating a social split in the island because those in the dollar-economy made much more money (such as in the tourist-industry). However, in October 2004 the Cuban government announced an end to this policy: from November dollars would no longer be legal tender in Cuba, but would instead be exchanged for pesos, with a 10% commission payable to the state. Spain was primarily interested in the Caribbean for its gold. The crown thought that if the colonies traded with other countries it would itself not benefit from it. This slowed the growth of the Spanish Caribbean. This effect was particularly bad in Cuba because Spain kept a tight grasp on Cuba. It held great strategic importance in the Caribbean.
