Cuba is divided into 14 provinces of 169 municipalities, and one special municipality (the Isla de la Juventud). Tomás Estrada Palma was elected as the first President of Cuba. At the end of his term in 1905, he tried to cling to power and a liberal revolt ensued. The U.S. sent troops to end the revolt in 1906 and they remained until 1909. Central control is complicated by the existence of the informal economy, much of which is denominated in dollars. Living standards for the average (dollar less) Cuban remain at a depressed level compared with 1990. Castro's military provided support to revolutionary regimes in Angola and Nigeria and to guerrilla groups in South America. During one such campaign, Ernesto Che Guevara, who has become a symbol of revolution in the world, was captured by U.S.-trained commandos in Bolivia in 1967 and then executed. For several decades, Cuba received a large Soviet subsidy, whereby Cuba provided the Soviet Union with sugar and the Soviets provided Cuba with oil. Part of this oil was consumed by Cuba, while the remainder was sold on the world market for a profit of several billion dollars. To provide jobs for workers laid off due to the economic crisis, furnish services the government was having difficulty providing, and to try to bring some forms of black market activity into legal - and therefore controllable - channels, Havana in 1993 legalized self-employment for some 150 occupations. These measures resulted in modest economic growth; the official statistics, however, are deficient and as a result provide an incomplete measure of Cuba's real economic situation. There was no popular uprising. In hindsight it seems unlikely that one would have occurred even had Castro not conducted the arrests. What part of the invasion force that made it ashore was quickly defeated as President Kennedy was unwilling to offer overt US military support, the only possibility to make the invasion successful for the USA. Many believe that the invasion, instead of weakening Castro, actually helped him consolidate his grip on power. In 2001, a group backed by the powerful Catholic church collected thousands of signatures for the Varela Project, a petition requesting a referendum on the island's political system. The process was openly supported by former U.S. president Jimmy Carter during his historic 2002 visit to Cuba. A plebiscite then was made in which it was formally proclaimed that Castro's brand of socialism would be perpetual. The religious landscape of Cuba is strongly marked by syncretisms of various kinds. Though officially Cuba is an atheist state, religious practice is allowed and, especially since 1992, common. Though the papal visit to Cuba has strengthened official Catholicism, most Cubans share a motley of faiths that include popular Catholicism, over 50 versions of Protestantism, spiritism, African-derived beliefs. President Gerardo Machado, originally elected by popular vote in 1925, was constitutionally barred from reelection. He decided to stay in power anyway as the head of a military government with some support from the United States. In 1933, a number of liberal Cubans staged an uprising which deposed Machado and led to a series of short-lived governments. The Communist Party is constitutionally recognised as Cuba's only legal political party, but is forbidden by law to nominate candidates. However this is largely a moot point since no known opponents of the government have been elected since the revolution.
