Some non-violent initiatives have been launched by Cubans in the island, aiming at political reform. In 1997, a group led by Vladimiro Roca, a decorated veteran of the Angolan war and the son of the founder of the Cuban Communist Party, sent a petition, entitled La Patria es de Todos ("the homeland belongs to all") to the Cuban general assembly requesting democratic and human rights reforms. As a result, Roca and his three associates were sentenced to jail, from which they were eventually released. Castro managed to escape to the Sierra Maestra mountains with only 12 men, from where, aided by urban and rural opposition, he began a guerrilla campaign against the regime. The country was soon driven to chaos, particularly by a very effective sabotage and urban warfare campaign conducted in the cities by supporters of Castro. It was originally referred to as Santería (literally, Way of the Saints), a derisive term applied by the Spanish to mock followers' seeming overdevotion to the saints and their perceived neglect of God. The slaves' Christian masters did not allow them to practice their various west African religions. The elongated island of Cuba is the largest island in the Caribbean and is bounded to the north by the Straits of Florida and the greater North Atlantic Ocean, to the northwest by the Gulf of Mexico, to the west by the Yucatan Channel, to the south by the Caribbean Sea, and to the east by the Windward Passage. Cuba is notable for its national organic agriculture initiative, undertaken in order to feed a population faced with starvation. In the early 1990s, post-Soviet Union, Cuba lost over 70% of agricultural chemical imports, over 50% of food imports, and an equally significant amount of oil. Its agricultural sector, built on a large-scale, mechanized, chemical-based model, was instantly crippled. Havana is the largest city and capital, other major cities include Santiago de Cuba and Camagüey. Some of the well-known smaller towns are Baracoa which was the first Spanish settlement on Cuba, as well as Trinidad and Bayamo. Most of the large landholdings had been acquired in the 1920 period when world sugar prices were depressed, and the land could be bought at bargain-basement prices. In the intervening period, former Cuban governments friendly to these interests had kept these bargain prices as the basis for calculating property taxes, thus insuring that those taxes would be kept low. In the Castro government's first agrarian reform law on May 17, 1959 it sought to limit the size of land holdings, and to distribute that land to agricultural workers in "Vital Minimum" tracts. In compensation, the Cuban government offered to pay the landholders based on the tax assessment values for the land. Cuba's precarious economic position is complicated by the high price it must pay for foreign financing. Fidel Castro, a young lawyer from a wealthy family, who was running for a seat in the Chamber of Representatives for the Partido Ortodoxo, circulated a petition to depose Batista's government on the grounds that it had illegitimately suspended the electoral process. However, the petition was not acted upon by the courts. The liberalized agricultural markets introduced in October 1994, at which state and private farmers sell above-quota production at unrestricted prices, have broadened legal consumption alternatives and reduced black market prices. For several decades, Cuba received a large Soviet subsidy, whereby Cuba provided the Soviet Union with sugar and the Soviets provided Cuba with oil. Part of this oil was consumed by Cuba, while the remainder was sold on the world market for a profit of several billion dollars. A new government, led by the reborn Communist Party of Cuba, began carrying out the economic reforms that Castro had promised. Among other things, healthcare and education were made freely available to all Cubans for the first time. After some delay, a Constitution of Soviet inspiration was adopted in 1976. This Amendment also granted to the U.S. the right to establish naval bases on the island and, under its charter, the U.S. Naval Base Guantanamo Bay was established in 1903.
