Castro managed to escape to the Sierra Maestra mountains with only 12 men, from where, aided by urban and rural opposition, he began a guerrilla campaign against the regime. The country was soon driven to chaos, particularly by a very effective sabotage and urban warfare campaign conducted in the cities by supporters of Castro. Central control is complicated by the existence of the informal economy, much of which is denominated in dollars. Living standards for the average (dollar less) Cuban remain at a depressed level compared with 1990. The government tightly controls the small private sector, which has fluctuated in size from 150,000 to 209,000, by regulating and taxing it. For example, owners of small private restaurants (paladares) can seat no more than 12 people and can only employ family members to help with the work. The Cuban economy was hit hard in the early 1990s following the collapse of the Soviet Union and the Comecon economic bloc, with which it had traded predominantly. More recent problems include high oil prices, recessions in key export markets such as sugar and nickel, damage from hurricanes (most recently an estimated 1 billion dollars economic damage from hurricane Charley), depressed tourism, and faltering world economic conditions. In late 2003, and early 2004, both tourism levels and nickel prices increased. Taínos and Ciboney took part in similar customs and beliefs, one being the sacred ritual practiced using tobacco called cohaba, known in English as smoking. The Europeans were shown by the Native Cubans how to nurture tobacco and consume it in the form of cigars. Cervera attempted an escape on July 3 beginning the Naval Battle of Santiago de Cuba. In a matter of hours, Cervera's fleet was destroyed, ensuring a swift end to the war. On October 1, Spain capitulated in the Treaty of Paris, yielding to the United States the territories of Cuba, Puerto Rico and the Philippine Islands. Government efforts to lower subsidies to unprofitable enterprises and to shrink the money supply caused the semi-official exchange rate for the Cuban peso to move from a peak of 120 to the dollar in the summer of 1994 to 21 to the dollar by yearend 1999. Living conditions in 1999 remained well below the 1989 level. New taxes introduced in 1996 have helped drive down the number of self-employed workers from 208,000 in January 1996. In return for this subsidy from the Soviet Union, Cuba supported communist movements throughout Latin America (Nicaragua, El Salvador, Guatemala and Chile) and Africa (Angola, Mozambique and Ethiopia). In Angola alone, Cuba had over 50,000 troops. The collapse of the Soviet Union in 1991 dealt Cuba a giant economic blow and when the Soviets stopped their 6 billion Dollars per year subsidy, the Cuban communist government called for "a special period" of recovery. By restructuring its agricultural industry, and focusing scientific efforts on organic solutions, Cuba managed to rapidly and successfully convert the country to entirely organic production. Currently, only organic agriculture is permitted by law. In July 1961, the Integrated Revolutionary Organizations (ORI) was formed by the merger of Fidel Castro's 26th of July Revolutionary Movement, the People's Socialist Party (the old Communist Party) led by Blas Roca and the Revolutionary Directory March 13th led by Faure Chomón. On March 26, 1962 the ORI became the United Party of the Cuban Socialist Revolution (PURSC) which, in turn, became the Communist Party of Cuba on October 3, 1965 with Castro as First Secretary. Cuba is a "Communist state", or a parliamentary republic led by a Communist Party. Fidel Castro has been the head of state and head of government since 1959, first as prime minister and after the abolition of that office in 1976 as president of the Councils of State and Ministers. He is also the member of the National Assembly of People's Power from the municipality of Santiago de Cuba since 1976, First Secretary of the Cuban Communist Party, and commander in chief of the armed forces. Some non-violent initiatives have been launched by Cubans in the island, aiming at political reform. In 1997, a group led by Vladimiro Roca, a decorated veteran of the Angolan war and the son of the founder of the Cuban Communist Party, sent a petition, entitled La Patria es de Todos ("the homeland belongs to all") to the Cuban general assembly requesting democratic and human rights reforms. As a result, Roca and his three associates were sentenced to jail, from which they were eventually released. Another consideration here is that Cuba already was a very poor country in 1959 and hardly any capitalist poor countries (which constitute the majority in the world) have managed to escape poverty in the 20th century, so political orientation doesn't seem to be the determining factor.
