Rather than expanding private sector opportunities, in recent years, the government has been attempting to squeeze more of these private sector entrepreneurs out of business and back to the public sector. Many have opted to enter the informal economy or black market. Cuba is divided into 14 provinces of 169 municipalities, and one special municipality (the Isla de la Juventud). In 1996, the Clinton Administration enacted the Helms-Burton law. This law states, among other things, that any foreign company that "knowingly traffics in property in Cuba confiscated without compensation from a U.S. person" can be subjected to litigation and that company's leadership can be barred from entry into the United States. Sanctions may be applied to non-U.S. companies trading with Cuba. This legislation was enacted after the shootdown of two civilian planes by the Cuban regime. Tensions between the two governments peaked again during the October 1962 Cuban missile crisis, when the U.S. blockaded Cuba to force the USSR to withdraw their newly-installed MRBMs from the country. The USSR agreed to remove the missiles in exchange for an agreement that the United States would not invade Cuba. The U.S. has honored this agreement, although the CIA continued to support anti-Castro groups by mounting an extensive international campaign and several botched assassination attempts throughout the 1960s. A 10% fine, or surcharge, is levied for conversions from US dollars to the convertible peso, to discourage their entry to the country; this fine does not apply to other currencies, so it acts as an encouragement to tourists to bring currencies like Euros, pounds sterling or Canadian dollars into the country. Indeed, an increasing number of areas rich in tourism now also accept Euros directly for many transactions. On July 26, 1953 Castro led a historical attack on the Moncada Barracks near Santiago de Cuba, but failed and was jailed until 1955, when amnesty was given to many political prisoners, including the ones that assaulted the Moncada barracks. To alleviate the economic crisis, the government introduced a few market-oriented reforms including opening to tourism, allowing foreign investment, legalizing the US dollar, and authorizing self-employment for some 150 occupations. These measures resulted in modest economic growth; the official statistics, however, are deficient and as a result provide an incomplete measure of Cuba's real economic situation. In 1878, the Spanish Captain General Arsenio Martínez-Campos Antón offered Cubans the Pact of Zanjón to end the war. It was signed on February 10, 1878 and it promised some reforms of the Spanish government in Cuba, including some elective institutions, and theoretically promised Cuban representation in the Spanish Cortes (courts). In Cuba the 6th of January is the "Dia de los Reyes Magos" which in English means "Day of Kings" is celebrated to commemorate the day that the Three wise men came to visit Jesus according to the Gospels. As in most Latin American countries as well as Spain, this day is celebrated in conjunction with, or sometimes instead of Christmas Day. Relations between the U.S. and Cuba deteriorated rapidly as the Cuban government, in reaction to the U.S refusal to refine Soviet oil in refineries located in Cuba, expropriated U.S. properties, notably those belonging to the International Telephone and Telegraph Company (ITT) and the United Fruit Company. This was in line with Castro's anti-USA ideologies used to gain support at home and abroad. But now the USA pressures other nations and American companies in foreign soil to restrict trade with Cuba. This hinders Castro's historic argument blaming the U.S. for Cuba's grave economic situation. Then again, due to Cuba's location, such trade is hindered by high transportation costs. Also, the Helms-Burton Act of 1996 makes it very difficult for companies that do business with Cuba to also do business in the USA, effectively forcing internationals to choose between Cuba and the USA (an easy choice when money talks). U.S. agriculture companies are free to trade with Cuba, provided that Cuba pays in cash previous to delivery. Most travel by U.S. citizens to Cuba is banned by law. Nevertheless, some U.S. citizens illegally visit Cuba by traveling through Mexico, Canada or the Bahamas, and are subsequently liable to large fines if prosecuted, although it has been reported that the US authorities are not overly strict with ordinary travellers not involved in any criminal activity. A new government, led by the reborn Communist Party of Cuba, began carrying out the economic reforms that Castro had promised. Among other things, healthcare and education were made freely available to all Cubans for the first time. After some delay, a Constitution of Soviet inspiration was adopted in 1976. In the Castro government's first agrarian reform law on May 17, 1959 it sought to limit the size of land holdings, and to distribute that land to agricultural workers in "Vital Minimum" tracts. In compensation, the Cuban government offered to pay the landholders based on the tax assessment values for the land.
