A key figure in the process was Fulgencio Batista, an army sergeant, who originally organized a non-commissioned officer revolt in September 1933. After some time, he decided to become de-facto dictator, wielding significant power behind the scenes until he was elected president in 1940 in an election which many people considered to be rigged. His rule was marked by corruption and violence to opponents. Batista was voted out of office in 1944. A 10% fine, or surcharge, is levied for conversions from US dollars to the convertible peso, to discourage their entry to the country; this fine does not apply to other currencies, so it acts as an encouragement to tourists to bring currencies like Euros, pounds sterling or Canadian dollars into the country. Indeed, an increasing number of areas rich in tourism now also accept Euros directly for many transactions. Despite being denied access to development aid from the IMF and World Bank because Cuba is in arrears to its Paris Club debtors to the tune of hundreds of millions of dollars, Cuba's economy has not collapsed, although its per-capita income is still lower than it was in 1989 (but rising steadily). Cuba's economy today is roughly split into three parts: agriculture (tobacco, sugar, citrus), mining (nickel), and tourism. The Petition was however refused by the National Assembly, and a subsequent crackdown resulted in the imprisonment of 75 political prisoners for terms of up to 28 years on charges of collaborating with and receiving money from the US government. Palo Monte, or Regla de Palo Monte, is one of the main currents in Cuban popular religion. The main variant of Palo Monte is known as the Regla de Palo Monte Kimbisa, based on cabildos –or associations- of former slaves. Followers of Palo Monte are known as “paleros”. It was originally referred to as Santería (literally, Way of the Saints), a derisive term applied by the Spanish to mock followers' seeming overdevotion to the saints and their perceived neglect of God. The slaves' Christian masters did not allow them to practice their various west African religions. The economy of Cuba is based on state ownership with some small scale private enterprise existing at the fringes. Tourism has become one of the largest sources of income for Cuba, and in 1993 the U.S. dollar was made legal tender (the country operated under a dual-currency system); this arrangement was, however, revoked on 25 October 2004. When Spain opened the Cuban trade ports, it quickly became a popular place. New technology allowed a much more effective and efficient means of producing sugar. They began to use water mills, enclosed furnaces, and steam engines to produce a higher quality of sugar at a much more efficient pace than elsewhere in the Caribbean. Congress passed the Teller Amendment distancing the U.S. from any claims over Cuba and stating that its goal was an independent Cuba. (see: Spanish-American War). At the time of the U.S. intervention on the war (April 1898), the Cuban revolutionaries had fought the Spanish government troops to another stalemate, holding control of the eastern half of the island. Tomás Estrada Palma was elected as the first President of Cuba. At the end of his term in 1905, he tried to cling to power and a liberal revolt ensued. The U.S. sent troops to end the revolt in 1906 and they remained until 1909. In return for this subsidy from the Soviet Union, Cuba supported communist movements throughout Latin America (Nicaragua, El Salvador, Guatemala and Chile) and Africa (Angola, Mozambique and Ethiopia). In Angola alone, Cuba had over 50,000 troops. The collapse of the Soviet Union in 1991 dealt Cuba a giant economic blow and when the Soviets stopped their 6 billion Dollars per year subsidy, the Cuban communist government called for "a special period" of recovery. But now the USA pressures other nations and American companies in foreign soil to restrict trade with Cuba. This hinders Castro's historic argument blaming the U.S. for Cuba's grave economic situation. Then again, due to Cuba's location, such trade is hindered by high transportation costs. Also, the Helms-Burton Act of 1996 makes it very difficult for companies that do business with Cuba to also do business in the USA, effectively forcing internationals to choose between Cuba and the USA (an easy choice when money talks). The boom in Cuba's sugar industry in the 1800's made it necessary for Cuba to improve its means of transportation. They needed safe and efficient ways to transport the sugar from the plantations to the ports, in order to maximize their returns. The gap in the standard of living has widened between those with access to dollars and those without. Jobs that can earn dollar salaries or tips from foreign businesses and tourists have become highly desirable. It is common to meet doctors, engineers, scientists, and other professionals working in restaurants or as taxi drivers.
